Pima County Election Integrity Commission to investigate possible “pay-to-play” donations in TUSD by Foster & Juarez



The Pima County Election Integrity Commission will be investigating allegations of a possible pay-to-play campaign donation scheme in TUSD by board members Kristel Foster and Cam Juarez; both are up for re-election this year.

The issue at hand involves an over $21 million no-discussion consent agenda item contract to ESI that was approved by Kristel Foster and Cam Juarez this summer. The vote was 3-2 with Michael Hicks and Mark Stegeman voting no. Adelita Grijalva voted yes along with Kristel and Cam.

The following month Kristel and Cam receive an unprecedented campaign contribution of $5,000 each; this single donation made up over 60% of Kristel’s total fundraising in the most recent reporting cycle and made up a whopping 80% of Cam’s total funds raised. The $10,000 donation was made from a Carly Brooks, a Republican who lives in Paradise Valley in northern Phoenix.

Why would a Republicans from Northern Phoenix give so much money to liberal Democrats on the TUSD school board in Southern Arizona?

It turns out that Carly Brooks is the wife of the Vice President of ESI.

Also noteworthy is that Mark Stegeman did not receive a campaign contribution; the two candidates, Kristel and Cam, that voted yes for ESI got $5,000 each, while Stegeman voted no and got no contribution from the ESI executive’s family.
