Whistleblowers: Low-down DES-PER-ATION of Kristel Foster, Cam Juarez and Raul Grijalva’s Progeny

Kristel Foster is not genuinely an advocate for anyone or any cause. She is an opportunist. Foster is a walking scam artist and an embarrassment to herself; to women; and to TUSD. 

Don’t be fooled! Foster has not voted as a progressive during the four years she has been in office. And, since every vote she takes is the same as A. Grijalva and Cam Juarez, of course, the same applies to them. They have each supported retaliatory action taken by Sanchez against anyone who has spoken up about concerns at their schools. They have gotten so brazen that they also have made attempts to squelch any bad press by complaining about specific reporters. 

Freedom of speech and freedom of the press are rights that have not been respected under the Sanchez Regime (and whatever Sanchez asks for is always rubber-stamped by Kristel Foster, Cam Juarez and Raul Grijalva’s eldest daughter or his progeny.) They each make fun of Mark Stegeman and Mike Hicks for any number of unfounded reasons.

Sanchez brags about the in-roads he has made with the business community and his alliances with the Tucson Chamber of Commerce, as well as SALC. He has told them that it is the desegregation court order that has “hand-cuffed” him and not allowed him to do as much as he could’ve, which, of course, is a bold-faced lie and just another excuse for his incompetency. He then turns around and brags about actions taken by the District that would not have occurred without the court order. He cannot have it both ways. 

As one example, he and Foster brag about Sanchez being invited to a White House sponsored dialogue on discipline, which was initiated solely because of the Unitary Status Plan and the requirements within the USP to deal with discipline. Everyone knows that the entire area of discipline has been MIS-managed by him. He can blame the court, the special master and the plaintiffs but at the end of every chaotic day in TUSD, he is ultimately the one to blame along with his Board majority, who have each ignored the situation.

Sanchez has informed elected officials and influential business owners that if Foster or Juarez are not elected he plans to leave his position as Superintendent. He says that he needs them on the Board to “complete” the important work that he has started and that the District needs “stability”. He is emphatic about ridding the District of the court order.

The problem with his persuasion is that it is all a lie. Sanchez and his Board bloc actually have nothing to “complete” because frankly, he has not initiated anything new with any success. He bad mouths and blocks the desegregation court order at every opportunity. Anything that he (and his bloc) have put in place has had overwhelming failures. The new business (HR/finance/business) software that is in place has had more bugs than we can count. Payroll mistakes have still not been fully rectified. Budget information is scarce and when it is made available it is not user friendly. The new student data system has caused significant problems at the schools. Teachers are tabulating lunch count by hand and reporting lunches to the office by hand. Student suspension paperwork is all done by hand. All disciplinary action cannot be inputted into the system so whatever count is tabulated for this school year will be wrong. We have gone backwards! The court order is constantly fought. Anything meaningful that principals or teachers learn about the USP is not through TUSD. Valuable information that we have obtained about the USP has been through our own actions.

Foster, Juarez, Raul’s progeny and Sanchez have pushed back very hard against the Unitary Status Plan, a plan that includes important “progressive” requirements such as equal access and opportunity for every student, the expansion of dual language programs, the strengthening of magnet schools, the use of consistent discipline practices across the District, etc. Almost every teacher and principal within TUSD can attest to the fact that none of what is mentioned here has been implemented successfully. Of course, there are always those who have partaken in drinking the “Sanchez” Kool-Aid which has caused an ongoing state of delusion. And BTW, public education and the provision of equal access is not embraced by these so called advocates. Sanchez, Foster, Juarez, and Raul’s progeny have hurt public education in Tucson through their continued failures in almost every area. OUR TUSD belongs to those of us who live or own a businesses within TUSD  (we are the tax base). We also believe that those within the surrounding TUSD community who support the idea of quality education and an equal playing field for all kids also have a say in TUSD’s future. 

Sanchez and his bloc pretend to be progressives when it suits them. They are “re-gressives”.

For this reason, this group of four hate- and we mean hate- us, Three Sonorans, Arizona Daily Independent, KGUN9 News, those involved in the desegregation law suit, and anyone else who brings truth to light. When HT or any member of his regime get the truth slapped across a blog, a headline, an investigative story, or a court order they set out for straight-out revenge. We have given several accounts of this in our previous Whistleblower letters.

We want to share our comment about the latest misinformation that Foster and Raul’s progeny have either emailed and/or posted on Facebook. It is delirium at its peak and it is hate and vengeance acted out.

Some of us within our group of TUSD Whistleblowers have received Kristel Foster’s latest bottom of the barrel attempt to gain support for Cam Juarez and herself through her claim that David Morales and Mike Hicks were making fun of Cam’s physical disability. She provided a link to the radio program during which she claims the behavior became Trump-like. She says it is upsetting. Those of us who are professionals in the area of special education and/or who are disabled listened to the radio show that she referenced in her condemning email. There was nothing that was said that was discriminatory or offensive about Cam’s physical disability. What we all found offensive is Foster’s blatant need to rescue her peer because he is disabled – – and no other reason. Once again she has exposed her condescending treatment of those who she believes she must rescue. Foster is no Mother Theresa and she needs to get mental health support for her constant need to claim she is a savior of sorts. (Even the Grijalva crowd feel that she imposes herself into events and functions in which she has no business. She is NOT a family member; she is NOT a dear friend; she is NOT a consentida; she is NOT well respected; and she is NOT perceived as very stable. Foster es muy intrusa/she is very intrusive. They will not confront her because she has to be kept around for her vote. Still, they tell plenty of people just how tired they are of her. She is a third vote; that’s it! She will go along with anything that is dictated by Raul’s progeny or by HT Sanchez. We have all watched it happen. She has been the clerk of the Board for four years which just about says it all! Throw her some more scraps.

And, here is the thing. Cam does not need to be rescued. We may not agree with him on many issues but we view Cam as someone who does not play “poor me/probesito” (most of the time) as Kristel has wickedly attempted to do in her email. Adelita Grijalva, much like her Bobbsey twin, posted almost the identical wording on Facebook as Foster had in her email. It is troubling that each of these Board members continue to fabricate issues. It has become a way of life for them.

HERE ARE THE FACTS: Mike Hicks did say that Cam is disabled. Fact.  Morales was asked what Cam’s disability is and Morales and Hicks stated that he has a disability with his arms; a birth defect. Fact. Cam has said this very same thing when he speaks to individuals. This all came about because Morales became the beneficiary of signs which state ‘Boot out Foster and Juarez.’  Morales and many others have placed the signs all over Tucson. Foster and Juarez have responded that the signs project a message of violence against women and the disabled.

Message to Foster and Juarez: NO! Asking voters to boot the two of you out is a political statement to unseat you through a democratic process. It is an American expression that is commonly used to convey that someone needs to be put out of their current job or political position. You know the meaning behind the expression and your pathetic and DESPERATE attempts to turn it into something it isn’t is shameful. It is a disgrace for you to exploit gender and disability for your self-interest. It is a real slap to women and individuals with disabilities.

    Ms. Foster, Mr. Juarez and Raul’s progeny (I like this new tag):

    Shame on you for your retaliatory actions against those who work for you against those outside of the District who have brought light to your darkness. You may want to read the policy below and actually pay attention to it because there is talk of a class action suit by employees (former and current) who you have been punished for reporting a violation of law and/or mismanagement, gross waste of public monies or an abuse of authority. Your treatment of the media and bloggers who post information about your wrongdoings is unconstitutional. Try reading the First Amendment of the Constitution of the United States.

    Your latest stunt in attempting to exploit Cam Juarez’ physical disability is despicable. Cam, you should have stopped it.

    I hope that Foster and Juarez both lose their Board seats and that Sanchez speeds his way back to Odessa. It will not be soon enough!

    POLICY TITLE: Prohibited Personnel Practices

    No district employee shall retaliate against an employee for the employee’s disclosure to a public body when the employee reasonably believes there has been a violation of law and/or mismanagement, gross waste of public monies or an abuse of authority.
    Retaliation is any adverse treatment of an individual because he or she disclosed to a public body a violation of law and/or mismanagement, gross waste of public monies or an abuse of authority. When the adverse treatment is reasonably likely to deter the individual or others from making such disclosures to a public body, it is grounds for discipline of the employee engaging in the retaliatory conduct. Retaliation, intimidation or harassment is strictly prohibited and will not be tolerated.

    Any employee or former employee who believes that a district employee has retaliated against the employee for disclosure to a public body when the employee reasonably believes there has been a violation of law and/or mismanagement, gross waste of public monies or an abuse of authority shall make a complaint to the Governing Board in accordance with A.R.S. §38-532.

    An employee who knowingly makes false accusations of retaliation or who knowingly makes false accusations that a district employee has engaged in a violation of any law, mismanagement, gross waste of monies, an abuse of authority or false accusation of retaliation for making disclosure as set forth above, is subject to disciplinary action, including dismissal. Pursuant to A.R.S. §38-532, an employee who knowingly makes a false accusation that a district employee has engaged in a violation of any law, mismanagement, a gross waste of monies or an abuse of authority is subject to a civil penalty of up to $25,000.

  2. Note, though, that the above legalese all refers to District employees. Are such limitations also placed on Board members, or can they intimidate at will? And given the current Board, just what good would going to the Governing Board do? People, there are very real consequences to teachers and other staff when the Board is this closely allied to the Superintendent. Thats why we need an independent auditor and a new Board, and thats why we need serious SERIOUS whistleblower protections. Its the only way problems will actually be resolved BEFORE they turn into media scandals.

  3. Vote out Kristel Foster and Cam Juarez! They are incapable of holding HT accountable, telling Adelita “no” or being able to independently put a thought together!

    Boot them out and change the Board!!
