Whistleblowers call out LULAC for honoring anti-MALDEF vendido superintendent fighting desegregation orders

Topic: LULAC- What Used to Be a Latino Force in Our Community Has Recurrent Symptoms of Being a Sell Out and a FARCE; The Who and Why Behind LULAC’s 28th Annual Education Awards and Scholarship Banquet 

Several of us have received notices or have been informed about the upcoming LULAC Banquet. We see that H.T. Sanchez will be one of the honorees for his work in public education. This in itself is enough to discredit the organization at the local level since those of us within TUSD recognize that HT Sanchez has worked AGAINST improving the educational conditions for Latino students much more than he has helped.

Last year we wondered what the hell LULAC was up to in honoring the Pima Community College Chancellor- Dr. Lee Lambert- who has moved at a dawdling pace in addressing the hiring disparities for Latinos across the College. We also know that the College has not and is not addressing achievement problems within its minority student populations and that it is more inclined to aggressively push out students who are struggling academically than do what is needed to retain them and support their success. Many in Tucson compare Sanchez and Chancellor Lambert as “birds of a feather.” We agree and identify the bird as the evil shrike which is a depraved winged psychopath that impales its victims. It is a tiny sadistic monster. Sanchez will do just about anything to hang on to his power and Lambert suffers from the same personality flaw. It is all about power and not the students.

At the national level, we also know that former George H. W. Bush, 41st President will be honored by LULAC and he will receive itsLifetime Service Award at its upcoming GALA, with tickets selling for $400 for non-LULAC members.  

None of LULAC actions listed are signs of a progressive Latino organization, one that has been historically known for its progressive work in representing the Latino worker. LULAC’s Mission is:  to advance the economic condition, educational attainment, political influence, housing, health and civil rights of the Hispanic population of the United States.

Let’s take a good look at who is responsible for meeting the mission at the local level

LULAC Council #1057 should just be called what it is “the Fimbres” Council- politically tied to the Grijalva-hack contraption.

We can easily imagine what happened to get the “Fimbres” Council to agree to honor Sanchez. Kristel Foster and Adelita Grijalva are in a very sour pickle since they lost their rubber-stamp TUSD Board majority. Every Board meeting since January has indicated that the new Board is holding Sanchez accountable, especially when it comes to the budget, 301 funding, the schools and discipline. Sanchez is in a panic knowing that his power base has dissolved. During each of the Board meetings since January he has hung his head down and slumped his shoulders, appearing defeated and depressed. Well, almost. Of course, Foster and Grijalva see that their man is in trouble and have plotted some protections for their little shrike, including colluding with Richard Fimbres to honor Sanchez. They all believe that these type of Latino sanctioned awards will insulate Sanchez from being held accountable. By creating a brown wall of protection around Sanchez, they make their boy untouchable- or so they think. This is a disgusting and unconscionable strategy, and particularly insulting for those of us who are Latin@ educators. We can all see the shallow plot unfold as Foster and A. Grijalva attempt to paint Mark Stegeman, Mike Hicks, Rachael Sedgwick as bigots of one sort or another, when for the last 4 years it has been Grijalva, Foster and Juarez who have done NOTHING to improve education for minority children and disabled children, including Latino students.

The most recent catastrophe that Sanchez has brought upon brown students is the loss of magnet status for SIX schools: Robison, Ochoa, Safford, Utterback, Cholla and Pueblo. It has been Sanchez who did not support, adequately fund or implement the USP at these six schools. He and the Board majority are to blame in total even though HT has often attempted to scapegoat the Special Master, the plaintiffs and the court. We estimate from last year’s enrollment figures that between 4,405 to 4,440 Latino students have been impacted by Sanchez’ lack of leadership in supporting the six schools.

Let’s also look at where each of the six schools are located.  Five schools are located on the south-west or west side of Tucson. One school is located south of Broadway and slightly east of Tucson Boulevard. 
For any of you keeping up with the suspension rate in TUSD, which has swung like an erratic pendulum, the largest number of students on any given day at our prison-pipeline – DAEP- are Latino students.

For this HT Sanchez gets an award from the LULAC/Fimbres Council?!

How about looking at AZMerit Achievement Test Results from 2016? Look at each of the 6 schools that were stripped of magnet status because each failed to improve achievement to the levels agreed to by Sanchez and his former Board majority. Each school failed also to integrate its student population at the entry level.

For this HT Sanchez gets an award from the LULAC/Fimbres Council?!

HT Sanchez’ overwhelming reluctance to support integration from the time he was mistakenly appointed, along with his lack of leadership in staffing and supporting each of the former magnet schools resulted in ripping magnet status away from the schools. This year Ochoa has an interim principal since the school year began. Last year it had a scoundrel of a principal who had no prior administrative experience. He was forced to resign. This year Utterback has had an interim principal since the beginning of the school year along with an interim assistant principal who left after the first semester and was replaced by yet another interim principal. (The Utterback website has not been updated to show this change.) All of the former magnet schools have had an excessive number of teacher vacancies and a revolving door of substitutes. Part of the Sanchez masquerade to make it appear as though there is some minimal support for the schools was to convert substitute teachers to contracted teachers on emergency teaching certificates. Some schools like Utterback eliminated classes which resulted in less course options for the students. Utterback also chose, with HT’s blessing, not to fill its dance position for the third year in a row. Since Utterback WAS a fine arts magnet, this decision demonstrates the lack of vision and leadership that has been in existence at the school with obvious lack of support and accountability from Sanchez or his team.

None of the schools were allowed to request the level of funding needed to succeed. 1010 officials even cut some of the individual school budgets. Instead of making sure that each of the schools had ALL that they needed, resources were kept skimpy and sometimes withheld. For this HT Sanchez gets an award from the LULAC/Fimbres Council?!

The local LULAC Council AKA “Fimbres” Council has no shame! Son sin vergüenza. To say that they are sell-outs (vendidos) is not strong enough.

Connect the political dots and anyone can see that Sanchez’ recognition from the “Fimbres” incest penetrated Council #1057 is nothing more than a political favor bequeathed through the Grijalva ties to an inept and dishonest superintendent in an effort to save his hiney.

Sanchez has paid for a full table over the last several  years for each of LULAC’s local banquets. He then has GIVEN tickets to Foster, Grijalva and Juarez, (and not to members of the Board minority). Teshe gifts were never reported and these types of gifts were not isolated to the LULAC event. It has been common practice. This cozy corruption has existed since the time he arrived and it will continue until he leaves. Governing Board policy states. “Avoid being placed in a position of conflict of interest, and refrain from using their Board position for personal or partisan gain.” Accepting a ticket or seat to an event compromises the Board member who accepts it. Giving of favors such as event tickets is just one small piece of the corruption that plagues TUSD. All the lines have been crossed.

  1. Thank you Whistleblowers for doing your homework and keeping us informed. In my opinion, it is so sad to think a Hispanic superintendent has done more harm to students who look like him than previous superintendents.

    I find it interesting that Cam Juarez had the gall to address the Board last Tuesday in an effort to save his “boy”, HT. Word of advice to Cam: next time you decide to run for office, don’t take illegal funds for your campaign AND pay them back when you do. Who are you to try to hold anyone accountable when you lied and promised the community you would return the funds the donor?

    Rachael, Mark and Mike: have the courage to do what is best for the students of TUSD!
